Question concerning the NYU Stern/HEC Paris joint-degree MBA

Hi I just have a quick question concerning the application process of the joint degree program. On the NYU Stern website, it says that only first year full-time MBA candidates are allowed to apply for the joint degree program. On the HEC website, I could not find any information on the application process.

Therefore I was wondering if this program was only open to students who had already matriculated into one school or if it was possible to apply to both schools and the joint degree program before matriculating?
